III.  Profile of the School and Community
A.                Community Profile

In 1972, BALIBAGO was declared a barangay.  It is an agricultural land planted with rice and other kinds of vegetables and fruit trees.  The place has passed across a bridge, the bridge of agriculture and became a commercial center that led to the gradual improvement of the barrio folks.

For so many years, after the conquest of the Spaniards, Balibago as one of the Barangays of Santa Rosa City, nobody could tell how it had its history.  The lack of data compelled the authorities to gather information from very responsible authorities.

Barangay Balibago is in the Southern part of Santa Rosa, 2.5 km. from the town proper.   The Barangay has concrete and good roads direct to Santo Domingo as far as Tagaytay.  It has a very fertile soil for rice plantation and good water flow for irrigation that help the farmers in their basic needs.

The construction and establishments of a great number of factories in Balibago and nearby barangays helped in the continuous progress of the barangay.  Balibago started from a very humble beginning.

IV.  HISTORY OF THE SCHOOL

One of the major concerns of the State is to provide basic education to the youth.  But education among these young people is a problem especially in far-flung barangays due to poor means of transportation. This challenged Dr. Pedro Orata, the father of Barangay High Schools on how to help the youth on the lower strata avail this basic formal education.  Thus, Barangay High Schools were established in many barangays to bring education within the reach of these poor and less fortunate people and to answer the plight of the father.  In consonance with the plight, Balibago National High School was conceived and was established on June 30, 1970.  Miss Jacinto Caro and Mrs. Lolita Zaño were instrumental in the putting up of this institution, the first Barangay High School in Santa Rosa.  It started with only one (1) section and the tuition fees of students supported the salaries of teachers and other miscellaneous expenses.

Fortunately, one of the first graduates, the Salutatorian of the First Commencement Exercise joined in  the Teaching Force of the school and has retired on her 65th year last August 6, 2006.  The said Barangay High School was squatting in the Elementary Compound of Balibago Elementary School using the classrooms and facilities of the Elementary.  Until finally, in June 1982, a Head Teacher item was opened and Mrs. Loreta Enriquez Capisanan, from the District of Cabuyao was appointed Head Teacher of Balibago  Barangay High School.  Through her effort, with the untiring support of the Barangay Council, headed by the very energetic Barangay Chairman Bienvenido M. Tan, President Marcos' appointee, the school became an independent/separate school.  It was no longer under the leadership of the Elementary School Principal.

The school site, which is 1,750 sq. m., is so small for a high school so the Principal, together with the Barangay Captain and the P.T.A. President rallied again to Miss Pura Limaco for an additional site.  Fortunately, one (1) hectare of land was generously given/donated.  But unfortunately, after a week, the Principal was transferred to Aplaya National High School of the same town, leaving all her projects unattended.  As a result, the heiress of the donor retrieved the additional school site.

Before the end of 2009, an additional lot of 2,000 sq. m, and a 4-storey with  24-classroom building was purchased by the Honorable Mayor Arlene Arcillas Nazareno for the expansion of Balibago National High School.

Balibago National High School is in its 46th year of existence and is doing well in both academic and extra-curricular aspects.  It has a BNHS Extension at Dita, Santa Rosa City headed by Teacher-in-Charge, Mrs. Elarin L. Parian.

Balibago National High School in Santa Rosa City is a performing school.  The National Achievement Test Result proved that the school is on the right tract.
